Uh, no. Environment Canada devised a new windchill system in 2000, to replace the old one that dates from the WWII era.
Windchill readings in Canada are currently based on the new system. Although damara saying the windchill was -30C is somewhat incorrect; windchill is calibrated to give results that look very similar to celcius temperature readings, but they aren't in celcius.
